CAPABILITY SUMMARY:

 

Dr.  Keene is president of Biohaztec Associates of Midlothian, Virginia, a firm specializing in Industrial and Institutional Biosafety Consulting.  He is an affiliate associate professor in the Department of Preventive Medicine, and is the former coordinator of the Industrial Hygiene Graduate Curriculum at the Medical College of Virginia, Virginia Commonwealth University.  Dr. Keene has many years experience in hospital medical microbiology and infection control and is a specialist in biomedical laboratory safety, and public health microbiology.  He has served as a technical advisor to OSHA, EPA, NIH and CDC regarding the control of biohazardous materials.  He has also worked for and consulted with numerous pharmaceutical and medical device manufacturers with regard to occupational safety issues.

 

As Manager of Corporate Biosafety for Abbott Laboratories, N. Chicago, IL, Dr. Keene was responsible for development and implementation of the Biohazard Control Program for 5 Corporate Divisions.  This program included evaluation of potential occupational and environmental hazards,  personnel training programs, vaccination and screening programs, and computer tracking of potential biohazards.  Responsibilities also included advise on the design, construction and validation of containment research laboratories, pharmaceutical and medical device production facilities and large scale recombinant DNA production facilities.  Dr. Keene was also responsible for review and approval of the safety aspects of  RDNA  protocols for the Abbott Institutional Biosafety Committee and served as Secretary of the Abbott IBC.

 

He has served as the coordinator of the Graduate Curriculum in Industrial Hygiene at the Medical College of Virginia/Virginia Commonwealth University.  In this position, Dr, Keene was responsible for teaching Basic Industrial Hygiene and Biohazard courses, as well as direction of graduate research projects.  He is an clinical associate professor and lectures on Food and Public Health Microbiology, Microbial Indoor Air Quality and Occupational Biosafety for the Department of Preventive Medicine at MCV.  He is also a consultant to the IAQ microbiology laboratory of Scilabs, Inc., Midlothian, VA.

 

He has performed numerous indoor air quality investigations and has provided consulting services, expert witness testimony and safety training for industrial, institutional and government clients with regard to laboratory safety, infection and chemical exposure control, containment facility design, and environmental evaluations.  He currently provides Laboratory Safety and Bloodborne Pathogens training for the Division of Safety, National Institutes of Health and is involved with the design and construction of a vaccine production facility, an RDNA fermentation pilot plant and a BL-3 containment laboratory and animal facility for NIH.  Dr. Keene also serves under contract as the Biosafety Officer for NIH.

 

He has served as a consultant to the U.S. Department of Labor, Occupational Safety and Health Administration, providing training of OSHA personnel in the management and handling of biohazardous materials, and has provided consultation services to OSHA Office of Federal Agency Programs regarding identification of potential occupational exposures to biohazardous materials at federal agency sites.  Dr. Keene has provided safety consultation services, through FOH, to the National Institutes of Health, Div. of Engineering Services for the development of the Guidelines for Design and Construction of Laboratories and Research Facilities, as well as to the FBI for the evaluation of the biological laboratories at the FBI Academy.  He has provided environmental and OSHA evaluations of healthcare institutions for numerous clients.  Dr Keene has also reviewed and revised the WHO Laboratory Safety Training Manual, to be published by WHO in 2001, and has authored the chapter on RDNA Laboratory Safety in this document.

 

Dr. Keene has served as a technical advisor to the Centers for Disease Control in the development and issuances of the Agent Summary Statement for HIV, and to National Institutes of Health and CDC for the revision of "Biosafety in Microbiological and Biomedical Laboratories" Guidelines.  He is a member of the National Committee on Clinical Laboratory Standards subcommittees on "Protection of  Laboratory Workers from Infectious Disease Transmitted by Blood and Tissue", "Laboratory Waste", and the "Hazards of Medical Instrumentation".
